Hertfordshire PASS Payroll service has experience since 2003 of working with people with physical and / or sensory disabilities, learning difficulties or mental ill health who employ their own carers or personal assistants.

Hertfordshire PASS is a registered charity (no 1081277) which received grant aid from the Department of Health to set up a Payroll Service in Hertfordshire. Now the Payroll Service is self financing, and provides a fast, efficient, friendly and professional service with a track record of working with well over 140 satisfied people in Hertfordshire.

and Hertfordshire PASS (the provider of Payroll Services), Weltech Centre, Ridgeway, Welwyn Garden City, AL7 2AA.

The Aim of the Payroll Service.

To provide a professional, friendly and responsive payroll service to individuals who are disabled who employ their own care / personal assistant staff.

This contract for services therefore outlines the services provided by Hertfordshire PASS ( - the provider), and the expectations on the part of the client.

Hertfordshire PASS will provide the following

  • Up to date advice and support to you in your role as an employer in paying your care staff ( - often referred to as ‘employees’).
  • Producing a payslip (on a weekly, fortnightly or monthly basis) involving the deduction of tax and national insurance, and the processing (if appropriate) of overtime, holiday pay, statutory sick pay, tax credits, wages arrestments, and student loan deductions etc.
  • Liasing with the Inland Revenue to
    • Register you as a new employer
    • Process end of year paperwork such as the P60,
    • Process end of employment when an employee ceases to work for you by issuing a P45, and
    • Deal with any other related matters,
  • Storing your payroll records for future reference – if needed (ensuring we comply with Data Protection legislation), and
  • Ensuring wherever possible that the payroll service we provide is accessible to you, in a format and language you understand, and that we give you as much notice as possible if there are any changes to our Payroll Service.

You – the client will provide the following to Hertfordshire PASS:

  • Relevant information about yourself (as the employer), and your employees, giving permission to Hertfordshire PASS to store and use this information in line with this contract and Data Protection legislation.
  • The hours worked by your employee(s) communicated to PASS by phone, letter or email - at least 5 working days before you have agreed to pay them.
  • Pay the relevant fee in full and on time to Hertfordshire PASS for the payroll service it provides within 30 days of the issue date of the invoice, and if late in paying, to pay an additional charge of 5% on the total due which will be added weekly until payment is received ( - unless prior arrangements are made and agreed in writing).
  • Agreement for Hertfordshire PASS to make contact with the following person should you, the client, be unable to fulfil the conditions in this contract ( - for example because you are in hospital).

This contract may be terminated at anytime by both sides giving at least 28 days notice in writing.

COSTS

Set up fee:           £20 for each carer (or employee)

                                    ( - includes 1st payslip)

Choice of pay periods:

Monthly:                     £20 per month for 1st carer

                                    £5 for each additional carer

4-weekly:                    As for monthly but for 13 periods / year

Fortnightly:                 £10 per fortnight for 1st carer

                                    £3 for each additional carer.

Weekly:                       £10 per week for 1st carer

                                    £5 for each additional carer.

Other services:

End of year PAYE Returns (P60 issue)

                                    £15 per carer

End of employment (P45 issue)

                                    £15 per carer.
