Payroll Services
For disabled people who employ their own carers
Established in 2003 from a Department of Health grant
We offer our service to disabled people who employ their own care staff or personal assistants. This maybe people receiving Direct Payments, the Independent Living Fund, or Individualized Budgets. We also welcome people who pay for their carers through their own means.
We currently provide a service for over 100 disabled people across Hertfordshire—and have offered our payroll service since 2003.

All we expect from you is…
- You will let us know the hours worked by your carer(s) and any expenses you have agreed to pay them—by phone, fax, email, post, or ‘by hand’
- You pay the fee for using the Payroll Service
The service we provide
We will
- Produce a payslip having deducted the correct tax and national insurance, so that you can pay your carer(s) on a weekly, fortnightly or monthly basis, whichever you choose
and also liaise with the Inland Revenue to:
- Register you as a new employer
- Process end of year paperwork such as the P60,
- Process end of employment when a carer ceases to work for you by issuing a P45
- Store your payroll records for future reference – if needed (ensuring we comply with Data Protection legislation), and
- Help with any other issues relating to payroll.

Sylvia is a Full Member of the Institute of Certified Bookkeepers, and holder of the Institute’s Payroll Management Diploma, and has worked at PASS since 2004.
